  1. In a large soup pot, heat olive oil over medium heat. Add green bell pepper, red bell pepper, carrot, and jalapeno pepper. Cook until soften, about 3 minutes. Stir in 3 ½ cups water and other ingredients. Stir to blend.
  2. Bring to boil. Reduce heat to medium low, cover and simmer, about 25-30 minutes. If the chili starts to dry out, add water needed.
